Ekurhuleni Corrupt Criminals And No One Knows???

I will like to know how the notice works that Ekurhuleni sand out to people that failed to pay their accounts? This is what happens where I stay, only one notice and that's the final one is sent out and this a week before payday and your lights get cut off. And the best part is they send their little corrupt criminals to come around and charge people to reconnect the light for a price???
i received a final notice and my light got cut off, this i understand if it was due to my negligent behaviour for not paying my account after I got two warnings, however I only got one and that's it. This country is becoming more and more F!!
