Non Delivery of daily newspaper for 3 weeks AGAIN

I have not received my daily news paper, The Times, for 3 weeks now. I am wondering if my paper is not being sold through other avenues. The company does not seem to have tight control over the distribution of its newspapers, as many other people I have spoken with also have this problem of non delivery.
