No registration of e tolls until today

I sent an sms to Sanral on the 3rd of December 2013 to register for e tolls. They sent me an acknowledgement of sms saying the will contact me soon to complete my registration. Until today I haven't been contacted meanwhile im using the free way. Today I was at Edenvale shopping centre to complete it my self, they gave me two forms but the other one with terms and conditions it's not complete, its just 1 page. So how do I sign for this thing if I cant even read those terms and conditions. I find this service not yo be at my satisfactory.
