Hi if you had done a request in writing to install the drain pipe from the owner and considered the health risk the your neighbours in the building, it would not have come the the sort notice, and race has nothing to do with it . also as you have implicated that you have reported it to the rental agent, that you cant connected it to a drain couldn't be confirmed as the agent was asked in front of you and she had no records of any reports or complains.
