Pay for services then no delivery of goods

I ordered business cards form them and paid. It was supposed to arrive yesterday then he said it would this morning. I have called over and over to no avail. He said the couriers collected but could not give me a tracking number. I called the couriers and they don't have such a collection.
Gerhard De Bruyn now does not answer the phone.

is this a where he takes your money and has no intention of delivering?
