New PABX System not working as required!!!

We had a new PABX system installed by Formule 1 West Rand in November 2012. Since the day it was put in, we had problems. Shannon keeps on saying the fault is not on their side. But on who's side it is then? We are dentists, not technicians. Their technician, Marc, came out time and again. I have records of literally almost 50 emails that was sent from us to Formula 1. They even lodged a line fault at Telkom - but when Telkom came, they said that it is not a Telkom problem, but that the lines were not connected properly. The main problem at the moment is that we cannot use our fax line and they cannot seem to work out the problem. We have also asked since November to have a copy of the contract, but have not as yet received it. Our bookkeeper, Judy, has taken over from myself, as I am a dentist and have to see patients and have been battling with this for all this time. The old system worked well, but we needed an upgrade. Now the new system is worse than the old one! We kept a record of all the emails. We even cc'd the MD(? not sure), and we have not heard anything from them. Their PA, Megan, is very helpful and friendly, but it does not solve our problem. Please help!!
