Unacceptable service levels

Intertek carried out an inspection on goods for shipment under Lc, we ship scrap metal, their inspector for some reason says its new coils when his inspection report clearly states the goods are damaged and rusty,
now Tommy who doesnt seem to comprehend anything says the invoice is incorrect as we are under invoicing, when he knows nothing about scrap metal, i explained to him this is scrap and not new goods, then i spoke to Veli his manager who cant give me an acceptable answer only saying that Bangladesh is going to reply since the 11 June 2013
