Prepaid but we are being Billed!?

My mom has been staying in her current house for over 14 years, to my surprise she has been receing calls and sms demanding her to pay her Eskom account, but what i dont understand is that her meter box is prepaid and how did the amount accrued on a prepaid facility. This morning she received an sms threatening her to be taken to court if she doesnt pay. This is the first time being notified that she 'owes' money, really falling to understand how a pensioner can be treated like this, very disappointed!!
