Lack of rebates for Gym Membership Fees

Bestmed has a Wellness Programme in place but it doesn't include Gym membership. Why doesn't Bestmed incentivise its members to adopt healthier lifestyles by subsidising their Gym Membership Fees? It must surely be in the scheme's best interests to have healthier members.
