A client not admitted to casualty due to code

A patient Richard Cullingworth, number 051488530, fell and injured himself. He had been in contact with Disc Key Care and was in the process of getting Auth to see a specialist.
Richard was refused admission to Garden City Clinic after complaining of severe back pain following a fall a couple of weeks prior. Due to his pain being back related Discovery would not auth him admission, we understand this as his Key Care Plus plan has this limitation. Then the following day Richard continues with Discovery' s protocol to get auth for treatment although still in terrible pain. That night he has an horrific fall, get taken by ambulance to GCC and gets refused Casualty treatment because of his assumed back injury. He gets taken to Helen Joseph. The doc there only know that he has this back injury because he wasnt admitted to GCC on that basis and no one sees him until the following morning. All this time he only gets pain meds and still NO CASUALTY ASSESMENT!!! To date he is still there, it seems that Discovery washes their hands of patients due to assumptions. Ironically auth came throught for the specialist. How does he use it?
