Cut off repeatedly!

I have been trying to reach someone to discuss a matter relating to a PMB.
Either I am put on hold until I get cut off or I get put through to a consultant only to have my call cut off before I am able to resolve my issue.
No one calls me back and I can not make endless phonecalls. I have spent over an hour just on hold or trying to get through the correct department - a very expensive cellphone call.
