ITC hand-over due to incompetence

My wife had received an sms message that she had been handed over to the ITC-BA by Lancet Laboratories for an amount of R83.90. She was admitted at the Umhlanga hospital on the 19/04/2013 for a C-Section. I am on a reputable medical aid as well as GAP cover and all accounts had been settled duly. I insisted on a confirmation of account settlement and was emailed - Lancet Statement - Y4798175 - Fri May 31 10:11:07 2013 showing 0.00 balance. My wife is currently recovering from an epidural leak due to the procedure and this threat has stressed her out. I have good intentions of taking legal action and suing Lancet. We have not received any correspondence or notification of the outstanding amount and Lancet makes the decision to hand-over. This is pathetic.
