Discovery not paying claims

My children receive daily therapy for autism at a special needs school (CARE), which used to submit directly to Discovery for reimbursement. Due to system irregularities they have requested me to submit my claims to them directly- which I have complied with.

However, they are now not reimbursing me- ostensibly due to capturing errors on their side. Apparently this is happening to a number of other parents at the school as well.

As a result of this, therapy has been suspended at CARE.

This is unacceptable- it negatively affects our family's cash-flow, the sustainability of the school and by implication my children's future.
