PROMISED REFUND NEVER ARRIVED?!?

I booked 6 nights stay at a Romanina hotel through [URL Removed] I paid in full through [URL Removed] before arriving at the hotel and had emails to prove it. When I tried to leave the hotel in Romania they said that they had not been paid by [URL Removed] and I would have to pay again. They deducted the stay from my credit card. When I returned home, I contacted [URL Removed] and they confirmed that they had made the mistake and that they would refund me in full. They have sent numerous unofficial emails stating that they had released the refund. The date they say that they refunded me is 10 July 2013. I have to date received no refund and I have had to pay both hotel bills from my credit card. Please help. this is not acceptable and I am over R5000 in debt as a result!!
