How long do I have to wait for my refund?

I cancelled my Discovery Health in February 2013. I was told that the savings portion will be paid back to me after 3 months if no claims were submitted. When i called earlier last week to follow up on this, i was told a whole different story. My money will be paid back after 5 and a half months!!! I got in touch with a Manager, who assisted me. I had to send in a request to ask for it to be paid back to me. I did so. Finance then set requirements for a written request. Done that and sent it in. 2 days later i received an email: We will review it within three to five working days. When I followed up this morning, finance have not made a decision yet. What decision? 3 - 5 Working days since I logged the request have passed. now i want to know... When will this be sorted and when can i expect the money in my account? Why do i have to wait 5 months for my Savings portion?
