Late joiner fee charged on a previous membe

Upon ending my mum's previous medical aid membership (as a dependant) under my dad, and restarting another membership for my mum as the main member, the staff at Discovery Health billed me late joiner fees, knowing fully well that she was an existing member for the past few years, as indicated on their system, and the new application form. Late joiner fees are billed on new members, not previous members. Really negligent on Discovery staff, given that information was available on their system, as well as the new application form, changing from dependant (same discovery medical aid) to main member. In addition, I have to wait for a response (as in: can it be done?) for their mistake, when it can be be sorted out immediately.
