Faulty Handset supplied with contract

My wife took out a contract with telkom mobile for 2x Samsung S4 mini's on 07/10/2013. Her one works without fault, but mine was problematic when I first noticed that the video playback wasn't working 2 weeks later. Sent it to the branch for repairs on the 27/10/2013. Got it back on the 08/11/2013 then the wi-fi wasn't working. Took it back the same day for booking in. Went back to the branch on the 15/11/2013 to find out that they haven't booked it in for repairs. The booking was done only that day. Received an sms from Service Provider on 03/12/2013 stating the phone is still awaiting spares. Phone was dispatched back to store on 03/01/2014 after repairs. Requested that the handset be replaced twice but service provider said it would not be possible. Does the company not have insurance or warranty against faulty products with Samsung that they cant replace a defective unit? I have used the handset for 2 weeks out of the 3 months that the contract exists as the device was faulty. The rest of the time the device was in for repairs. Brand new device sent in for repairs? How is it new still? Please explain to me why the handset could not be replaced due to its faulty nature?
