Students cant right if the missed pmnt

I am one of the concerned guardians. my sister is doing bcom accounting at PC training and she's doing good so far. with my small salary i pay her tuition fees every month, provide her transportation and food.
i missed the payment in July and paid In august. she's supposed to be writing tests but they say she wont write until i pay. i wanted to speak to the manager and explain but she did not want to see me.
i want to know if this is the way they do business and what happens is student did not write the exams and eventually fail. do the parents still have to pay?
