Ridiculous penalty charges by the Kenmont School

I have to share this regarding the bus tickets... if you pay one day late, parents are charged. A penality fee of R50 per day. Is this allowed? Most parents already battle to put money together for bus tickets. Now we gety penalised like this too. The education department don't care. The bus transport is run by the school. The principal states that the parents on the Governing Body make the rules... and th rest of the parents don't have say! They have to just conform.
