Lack of Communication

I applied for a student number within the application dates (2 April 2013 - 19 April 2013), when I phoned them today to find out if they have created a student number yet they told me that they have not received my Application from. I have proof that the fax went through.
They just told me that I must apply again in August!
This is lame and unacceptable.
