Doing short sighted work & then charging double

We had a water leak in our roof due to an old straight piece of pipe. Upon arriving we requested that RC Bosman replace as much as possible of the piece of pipe - about 5 meters. They promptly proceeded to fix the leak. Afterwards, upon investigating the job done, I discover they replaced only about 200cm of the rusty pipe. When I contacted them about this, they claim that installing a 4.5 meter straight piece of pipe would've taken double as long as installing a 200cm piece of pipe and that I have to pay another call out fee. They were here for 30mins - I didn't even get the full hour. So double would've still been approximately within the 1 hour mark anyways.

I don't agree, the labor to fit 200cm or 5m of a straight pipe is the same - the only difference is the cost of materials. There are other pieces of pipes in the roof, that were replaced about 2 months ago, that's longer than 5m. Why couldn't they just come in and fit a 5m piece of pipe the first time round - as requested.

Now, 2 days since they were here, I sit with another leak 2 meters away from their replaced piece, but still on the old piece of pipe. I think RC Bosman is trying to make more money...
