Paying twice for problem not solved

On Monday, 28th of January 2013 we called in the services of Green's Plumbing to unblock a drain.
Dean, the man who came out with the team, said it was roots of a tree that caused the problem. Monday the 11th of February 2013 we had them here again, only 2 weeks after the previous blocked drain. When I phoned them on Friday the 8th of February 2013 late afternoon, they said we must get the local municipality as the problem is on their side?? The municipality came out twice since then, checked the pipes and assured us it is NOT on their side. So when Green's came on monday, they took out a piece of broken pipe with tree roots. It confirms our statement that we had to pay for a drain not properly cleared out the first time!! Hantie said that the owner of Green's said that if it is the roots again, we don't have to pay. So Dean charged us AGAIN regardless!! Question remains: No tree's roots grow that fast (2 weeks). Why wasn't the piece of pipe removed the first time? Municipality checked the pipes. They are in order. We did some renovations and suspect that when they tied the sewerage, a piece of pipe ended up in the main pipe. The previous unblock call out they only pushed further.
