Job not completed as agreed

I used The Chimney Sweep; 0827071983 to resolve a noise issue on one of my braai chimneys. Mr. Shea Spooner charged R1100 for the job. Today, the noise is back an Mr. Spooner claims there is nothing he can do but replace the unit at a cost of another R2000 as, when he left yesterday the noise was no longer there. He will neither refund me, nor redo the job correctly, nor consider even coming out to see what is actually wrong. To me this is a breach of contract as the job he came out to do was not completed satisfactorily. Although I paid him for the job, the problem resurfaced within 24 hours and should therefore be redone, correctly this time.
