Unethical business etiquette and inadequate quotes

This business will quote you an Rx amount for a full service of your aircon. However, when they bill you, you will end up paying more than double the original quoted amount, for regassing of aircon, which to my understanding, should be included in a 'FULL SERVICE' quote. Should it not be included, then the supplier should mention this to the client before entering into an agreement to deliver a service.
They phoned to confirm a booking for 10am and only pitched at 12h30.
I contacted the company and complained about the bad and unethical business etiquette and informed them that I will lay a complaint on Hellopeter, for I feel that they are crooking clients by quoting inadequately, and this was the response:
Sorry, but I will revert to my legal team on any action taken by yourself, we do not give specific times as we don't know what we encounter from one job to another, and if you were not happy with the bill then you should have complained, before paying, I don't like to be threatened and I will remove you from our data base, I apologise for the mishap.
