Paying labour for just asking for a quote

On 5 Novembet 2013 I took my car in to Goch & Cooper Auto Services for a quote on my broken aircon and also for them to quote on my left front automatic window that was not winding down. They came back saying that my aircon was "shot" and that I needed a new aircon. I was quoted for a new aircon but I could not afford it and told them to leave it. They also stripped the door panel but could not find any fault. Their driver came to fetch me within 5 minutes after they phoned and when I arrived their my car was in the wash bay. Which means their was no way that they could have stripped the aircon to say it was "shot". I was also billed R972.00 for labour! I only asked for a quote! I had to pay R350 for aircon regas (they did not have to fill the whole aircon to see where it was leaking), R450 to strip the door panel and R52.63 for sundries! Since when do you have to pay for labour when only asking for a quote!! This is totally unacceptable! They are "doing" their customers in! Don't ever take your vehicle to them as they will charge you labour when u only ask for a quote!
