Awies Plumbing Passing the buck - Issue

Awies Plumbing assisted my neighbour with a sewer connection point. My sewer pipe ran close to my neighbours one and appears to run under my neighbours house. Awie broke my sewer pipe in the process then slyly walked away from the issue ie He did not report it to Tshwane Municipality nor to me at the time. Now I have overflowing from the drains as a result and he wont accept responsibility for it he say its the municipality fault. He plans on bringing the inspector from the municipality tomorrow to look into the incorrect connection and still feels what he did is right. I have 4 kids and this is a severe health risk
