Builder Never Completed Work or refunded money

We paid a builder over R120 000 last year and he went off for the Christmas period. This builder never came back to complete the work he was paid for and it has now been over a year. He has made many promises to complete the work then he said he would refund us. To this day we have seen nothing. We gave him till the 01st of November 2013. Please help
