Builder did`nt pay the deposit to the municipality

I am a resident at Village Green 2 from May 2011apparently the builder was supposed to pay a certain amount to the Municipality and he did not pay it. I only found out from the Municipality that I must pay R 13000 because i want to change to pre- paid electricity so i cannot change to pre-paid unless i pay that money which was supposed to be paid by the Builder/Developer before he hand over the house cause i believe its part of the package and even if it was not why did`nt he explained it to us that there is a money that we must pay out when we move in to our houses. I think he treated us unfair and I cant get hold of him when I try to contact him to resolve this issue
