No goods and paid in full since August

I ordered cushions from Joseph 19th August 2013, I paid in full and still to date have not received my cushions which he keeps telling me he is dropping at my house. Well we are now 26th October 2013 and i have not received my goods been phoning every week and last week every day and he says he will deliver well where are the cushions I paid for?
