Additional Refueling Charges

I am a member of Vitality, and therefore use Europcar as one of their partners. I have been attending a course in Joburg every 3 weeks, and had to book a car with Europcar each time. I make exactly the same booking for the same car, and travel the exact same route and distance each time. However, my refuelling costs have varied substantially. Each time I query the additional cost, the response I get from Europcar is that the additional cost is for them to drive 8km to refuel the car. This is never disclosed upfront, and I never drive further than 55km in total each time I rent the vehicle. The costs have been as much as R 170 additional. My frustration is that this additional charge is inconsistent. On some invoices I am not charged extra at all, and on others it can be an additional R 170. The first time I queried this, I was refunded. The second time I eventually got a response 12 days later, using the same lame excuse regarding the distance travelled to refuel the car, and this time without the refund!!
