Three weeks of daily phone calls and no resolution

My company has mini lease contracts for all my colleagues and I. I downgraded from a B -contract specifically so I could get a Fiat 500 (they wouldn't ALLOW me to get it on a more expensive contract). After spending a week trying to change my contract, I spent another week trying to source the car. Finally, upon collection, I find it is an old and rather beat-up 500. I have since spent three weeks phoning different branches and the central call centre almost daily, with no resolution and no one getting back to me as promised. My company pays a fortune pays a fortune for these leases and I find it unacceptable that I need to spend so much effort that I have to spend so much effort trying to resolve this while no one seems interested in resolving this in resolving my problem.
