INCOMPLETE SERVICE PAID FOR

I took my car in for a service on the 9th January 2013 because there seemed to be a problem with the fuel filter and gauge. At the end of the service I was told that the Fuel part was not available but that it was ordered and would take a day to arrive. 3 days later I called to enquire but the calls were never answered. I then drove over to the dealership and the service exec inidcates that the part arrived a week ago and that he would call me the next day which was the 18th of January 2013 so that I could take the car in. I never heard from him since. Then I was charged for repairs to my windscreen which was never carried out. When I enquired, i was told that the service was outsourced. And then a cheque would be issued to me. A week later, I still have not had any reponse. I have lodged a complaint with Toyota SA customer service and no surprises there but no response once again. I now have to fill up on fuel everyday because the filter is so badly damaged and the guy at the dealership said this needed to be done until fixed because I would never know if there was fuel in the tank or not. I'm not sure what service has actually been done or not done but which I paid for.
