Bad service with NO follow ups, Dissapointed

I recently purchased books from UK and they have to come through UPS. Firstly I wasn't contacted to say there are delays on my delivery because they didn't have the import number, Its only when i followed up that they told me this and it was supplied to them.

There was an extra charge of delivery which i wasn't aware of, but decided since i really need the books, i'll pay. I asked for the bill and to my surprise it came in with our CEO's name on it, now I cant be able to pay for something that isn't directed to me, as it will be hard to claim the money back from the company once i paid, so i requested them to change the details on the bill, this is now a week later and I've been given the run around, every time i'm told the same thing, that someone is looking into it but they never deliver nor have they at one point called me. Now my problem is the want to return the package back to UK, claiming i'm refusing to pay for it and if i still want my package i will incur additional costs. FRUSTRATING, given that I am waiting on the to give me a bill that is correctly directed to me so i can receive my package.
