Insurance or private? Really?

After getting quote and having my car "repaired" i gathered that some paint work was not done because "it is not on the quote siR". Since this was an insurance claim, why would you leave out some items for quotation? In fact, its INSURANCE!! Fix the f$%ken thing coz u guaranteed to get your money in full!!
