BAD and service

I was seated at the restaurant for 20min without any service on 04/07/2013 at 14:07, waiters only attended to whites only... I confronted the Manager who assured me I would receive attention from a snr waiter however 10min later there was no one attending me still. This is bad business etiquette from the manager straight to his waiters, the service!!
