Failing to keep promises

My husband had a policy with clientele life (Saving and protector policy). After surrendering the policy, he was promised to get the money after 8 working days after sending all the required documentation (which he did). On the 10 of April the confirmation message from Clientele Life which reads thus "Dear valued client we have received your fax, should we have any additional requirements we will be in contact with you. Clientele Life 011 320-3000.003"

The money was supposed to be in today (19/04/2013). Seeing that the money is not yet in, he contacted them to check why the money is not yet paid to his account. The response he got was that the certified I.D document stamp is not clear and he should go and certify the I.D again and fax it. The concern is that they've never bother to inform him after getting all the documents that was forwarded to them and they claim that they did informed him via text message, which he never got.

Now they say we should wait another 8 working days for us to get our money... I feel that they dont treat us as their valued client. And why should we wait another 8 Working days???
