STILL UNDER DEBT REVIEW - NEDBANK WANTS PAYMENT

My husband and I are under debt review. We contacted Nedbank to get a "paid up letter". I was told that the debt review was terminated and the account has been handed over to legal-Trevor Jaggard Attorneys. I contacted them and they said that I need to make an arrangement for payment. I told them that I am under debt review and I have to contact my debt counselor, to which the lady told me that it's pointless to do that as the debt review has been cancelled. I told her that I cannot make an arrangement as I cannot afford to pay more than I paying under the debt review, this is the reason why I am under debt review. I called Nedbank to find out how and why this happened, payments stopped getting made around 2011 and they issued a termination notice, as well as a termination (of debt review) letter (which I NEVER received), nor did my debt counselor send same to me. I want to sort this out, but I keep getting pushed from pillar to post when I call nedbank - from legal to debt review to card collections, its ridiculous. I want to resolve this however, I cannot make an arrangement with the bank while under debt review- its illegal. I need help, or I will approach the OMBUDSMAN.
