Unable to get my cards

My debit and credit cards was up for renewal with Nedbank and since I am overseas, I arranged with relatives to pick up my cards. The first time there was no problem picking up my debit card with a permission letter and certified documents. The second time the bank refused on four separate ocassions to issue the credit card even after I personally contacted the staff and they said the documents are in order.
After three months I still do not have my credit cards and the debit card they issued me is the wrong card and I am unable to use it. I contacted the branch to follow up but to date I have not received any feedback.
