Aplying for home loan/credit card declined

I have been under debt review for some time, before I settled all my accounts I have phoned FNB and asked, when I pay up my debt review creditors will I be able to apply for a home loan and be aproved, yes said the consultant that assisted me over the phone just send all the necessary documents and all will be in place, after being a FNB cheq account customer where my salary gets paid in still no luck with a home loan nor a credit card, after I emailed all the requested documents to the requested persons, SA home loans granted me with a 80% loan in current situation but FNB DECLINED once again
