Delivered to the wrong person, but I 'm billed

The last week of January I have made a request for a SAMSUNG SIII from FNB's Internet service. I did not receive any information that my application for the device has been approved. And then on Monday morning (04/02/2013) I noticed from my FNB account that a courier fee has been billed of 150. I called then enquiring about this fee what was it for. I was told my device was delivered to a person named Mark with the same ID number as mine, but completely different names to mine. But Mark was given the device meant for ME on the 29/01/2013. Is this possible? Funny enough after all this FNB bills me for courier fees, but the device was not delivered to me. And another thing I did not get a call to confirm my address where the device will be delivered, but it was delivered.

On Wednesday (06/02/2013) I made a follow up call to FNB about the status of my problem. I was told it takes around about 3 days or so to resolve such issues. I was told that they will escalate my problem again. My worry is that why was I not informed of the status of my application and they did not confirm the delivery date and time. I 've bin charged for courier fees and still no device delivered. I am not safe.
