Non-compliance of claim payouts

On the 25th of October 2013 my brother and I handed in all documentation regarding the claims of our sibling whom passed away on 17 October 2013, After numerous telephonic discussions with Hollard (company where the life insurance was held) concerning the matter they replied that they have not received any documents. On the 31st of December 2013 I phoned Hollard again where they assured me that they have received all documents regarding the claims, on the 6th of January 2014 I phoned Hollard again seeing as I have not heard from them, the person I spoke to assured me that the claim was apparently with the payment department and they will deal with it. On the 8th of January 2014 I again phoned Hollard regarding the payout, they replied that they have no news yet and cant tell me when it will be handled. On the 20th of January 2014 I spoke to a lady called Gladys in which she assured me that they are going to process the payment. On Friday evening the 31st of January 2014 Hollard then phoned my brother and told him that they need a letter from the court stating that he is the only beneficiary. It is now the 2nd of February 2014, Hollard and Edgars have done nothing, SLOPPY WORK ETHICS!
