HOW LONG MUST ONE WAITE FOR YOUR CAR TO BE REPAIRE

I lodged a claim with outsurance on 10 December 2013.
Because no approved repairers where nearby, Outsurance had to send the car to a nearest repairer via tow in service.
The tow in service in my town was informed on 13 December to not bother as the car is already on its way to the repairer.
13 January I phoned to inquire about my car just to be informed that nobody really knew where the car was.
By Friday 17 January the car was eventually traced to the original tow in service. The car had not moved from their yard since december. Aparentl his one truck was broken (he ownes like 5 trucks that can do the job)
The car was going to be delivered by today.
So far today I have phoned 3 times. Nobody can help me and nobody is returning my messages. Right up to the manager.
What has happened to my car?
Why must I pay premiums on a car for the two months that I dont have it due to Outsurance or its service providers negligence?
For the same reason I had to rent a car, will Outsurance refund me for my expensis due to their failure to perform?
How long will I still have to waite for my car, once and if they find it?
THIS IS SO NOT ACCEPTABLE AND UNPROFFESIONAL.
