Not paying out provident fund

Everytime we phone its excuses, "please phone again in 2 weeks"
its been 5 months almost, which should only take 2-3 months according to the first person i spoke to when i phoned to follow up. Why are we waiting this long for money that we pay every month to be paid back to us.
