Delay in dispersment of sale of land

My late Moms property has been sold (Estate No-4855/2005) and was handled by FNB Estates.
The Deed of sale was signed on 25th September 2013 but the matter has been rejected 5 times by the deeds office as the documents have been incomplete. Ms A Gerber - estates administrator, (041-3959028) says FNB have done all they can correctly but it is the legal team that keeps providing incomplete information.

I can not accept this incompetence and would like to know why a document would be rejected 5 times.

Please could you get some answers for me, during my last conversation with Ms Gerber on 2nd Jan 2014, I mentioned I would be lodging a complaint.
