RCS JUST IGNORING ME

I made a complaint recently about their poor customer service as i emailed them on 30 October regarding a payment arrangement and they never got back to me until i made a complaint on hello peter... now i have sent them another query on 27 November regarding the new payment plan but they have just completely ignored me... as i explained to them i cannot make the full payments thats why i contacted them in October to ask for a payment plan as from end November, now they still want me to pay the full instalments for this month as the new plans are not approved yet... but the reason its not approved yet is because they only got back to me recently, if they had gotten back to me when i sent the original request in October then the new payment plans would be approved by now, why must i suffer because they took forever to actually respond to my emails (I did send numerous emails regarding this matter and stated that it was very urgent). RCS is so quick to follow up when you owe them money but when you actually need assistance then they just ignore you??? PLEASE CAN SOMEONE AT RCS ASSIST ME AS I EXPLAINED I CANNOT MAKE ANY PAYMENTS UNTIL I RECEIVE A PROPER RESPONSE FROM RCS.
