False advertising

I smsed SAVE to 44495 as their radio advertisment requests, they promise to give you R400 if they cannot beat what you are paying at your current insurance. A consultant called me to give me a quote and we were on the phone for a while and finally concluded that it works out more expensive to go with them. REFERENCE number 22962839. I have not receive the R400 and there was no mention of it either. Isnt this false advertising?
