No charge back for non service delivery

In March 2013 I purchased information/service from Oil Rig Job SA. In my communications with the supplier I was very clear what I wanted and they indicated they could provide this and provide other services i.e helping with CV, providing contact number and names in on the deal. I NEVER GOT WHAT I WAS PROMISED. I asked FNB card division to do a charge back, which they initially did. I provided all email communications with supplier to back up my claim but in the end FNB reversed the charge back to me and indicated via email "It was not what you requested from them to provide you with but they did give you information". End of story. FNB also then charged me an admin fee for bothering them to add insult to injury.
In a newspaper today they cover charge backs by credit card companies and they clearly state that if you dont get what you paid for the banks have to do a charge back if requested by the client.
FNB Card Division in the end have not done this and totally failed me as a client.
