Mysterious ID linked to my account!

Owning a property for 20 years does NOT ensure your details, i.e. ID number(!) remains the same on your municipal account. Checking my monthly municipal bill after paying a lot less than usual during winter time I noticed it stated we used no electricity for the month. Which is impossible. When I phoned the City Cape Town's call center, a certain Bulelwa checked my and my husband's ID numbers (the account is in both our names), only to confirm there's only one ID linked, and does not belong to either on of us.

Not only that, but it seems we have not been billed for electricity for the last 8 months! Yes, I should have checked it every month, but after 20 years you ASSUME they know what they're doing, especially if the street's meter is on our property too!

Now we have to pay the money in arrears, which is a HUGE amount. So far the Electricity Dept. has been a no-show, so obviously they don't care if the meter is functioning properly.

Why do we have to pay the full amount if we did not cause the problem (who added that ID to our account in the 1st place??), and have NEVER failed to pay our account once?
