Bought a property with outstanding acc of R70835-0

I bought a standard bank reposetion property in Jan 2013. Placed a tenant in the property and on the 08/04/2013 my tenants power was cut and told that we need to pay the outstanding municipality account of R70835-75

This is the first that Ive heard of the ounstanding account and have contacted the banks atterneys (Findlay and Niemeyer) who sent me paperwork and stated that it was the rates and taxes that where in arrears for the block of flates. However the paperwork acc nr does not corespond with the acc that is in arrears so has nothing to do with the outstanding municipality acc and is for my flat.

The municipality informed us that the previous owner has not payd the outstanding acc and they will not put the power back on until the outstanding amount has been paid for the flat.

I would expect something like this if I bought the flat from a private individual but not from Standard Bank.

My tenant now wants to give notice because she has not had power for the last couple of day.
