Closing of an unused bank account

In november 2012 I opened an account with standard bank, but before I could leave my bank they gave me a better oofer, so I did not leave my bank, i never used the standard bank account nor deposited money into the standard bank account, but when i went to standard bank to close my acoount they told me to pay R300 so that i can close the account, I do not understand why should i pay standard bank the money because i have never used the bank account, now as I write this complaint standard bank say i owe them R700 and this amount is making my ITC look bad
